Heat Network Tariff Calculator

Fair, Transparent Heat Tariff Calculation for UK Heat Networks

The Heat Network Tariff Calculator is a professional tariff calculation and billing tool designed for UK heat network operators. It helps operators set fair, transparent heat tariffs that recover costs without overcharging residents. The calculator models fuel costs, plant efficiency, distribution losses, maintenance costs, and margin to produce compliant unit rates (p/kWh) and standing charges.

Why Compliant Heat Network Tariffs Matter

Under the Heat Networks (Market Framework) Regulations 2025, Ofgem has introduced fair pricing principles for all heat networks. Operators must demonstrate that their tariffs are cost-reflective, transparent, and not excessive. The Heat Trust voluntary scheme already sets billing standards for heat networks, and Ofgem's regulatory framework builds on these established principles. Operators who cannot justify their pricing risk enforcement action, with fines of up to £1 million or 10% of turnover.

Who Uses the Heat Network Tariff Calculator?

The heat tariff calculator serves heat network operators, suppliers, housing associations, local authorities, ESCOs (Energy Service Companies), managing agents, billing agents, and energy consultants responsible for setting and justifying heat tariffs. It supports networks of all sizes, from small communal boiler systems to large district heating schemes.

Regulatory Context

The Energy Act 2023 established Ofgem as the heat network regulator. The Heat Networks (Market Framework) Regulations 2025 commenced on 27 January 2026. Ofgem's fair pricing principles require heat network operators to set cost-reflective tariffs that are fair and not excessive. The relevant authorisation conditions are AC A7 (fair pricing principles) and AC A8 (billing transparency), both in force from 27 January 2026 under the Heat Networks (Market Framework) Regulations 2025. Heat Trust sets voluntary billing standards that align with regulatory expectations. The Metering and Billing Regulations 2014 continue to apply partially during the transition period. Registration opens Spring 2026 with a deadline of January 2027.
